Implementation of Lakhpati Didi Scheme:
Lakhpati Didi is an outcome of the Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM) by the Ministry of Rural Development (MoRD). As of June 30, 2024, the initiative has mobilized 10.05 crore women into 90.86 lakh Self-Help Groups (SHGs), with over 1 crore members achieving an annual income exceeding Rs. 1 lakh, thus earning the title of Lakhpati Didis.
For the Financial Year (FY) 2024-25, the Government of India (GoI) has proposed a budgetary allocation of Rs. 15,047.00 Crore for the DAY-NRLM. This increase will enable more interventions aimed at enhancing the livelihoods of Self-Help Group (SHG) members. These initiatives will not only economically empower SHG members but also promote women-led development.
PDFS OF Lakhpati Didi :
The livelihoods of Self-Help Group (SHG) members under various DAY-NRLM sub-schemes will be diversified and enhanced. To ensure a minimum annual income of Rs. 1 lakh, potential Lakhpati Didis have been identified and are receiving support from Community Resource Persons in developing livelihood business plans and establishing linkages for assets, skills, finance, technology, and markets. Additionally, a dedicated “Women Enterprise Acceleration Fund” has been created to assist SHG members in individual and group enterprises. Efforts to strengthen convergence with other ministries, such as Agriculture, Animal Husbandry, Food Processing, Tribal Affairs, and Micro, Small & Medium Enterprises, are ongoing to enable SHG members to access their schemes.
DAY-NRLM is empowering women by providing access to credit and microfinance through various initiatives, including:
i) SHGs receive funds as a Revolving Fund (RF) and Community Investment Fund (CIF) to create a corpus, enabling members to access loans for various purposes.
ii)SHGs are supported in obtaining bank linkages for credit at subsidized interest rates, with over Rs. 9 lakh crores accessed since 2013-14. The Reserve Bank of India/NABARD issues annual master circulars for credit to women SHGs.
iii) SHG members receive financial literacy training, including accounting skills.
iv) The Start-up Village Entrepreneurship Programme (SVEP), a sub-scheme of DAY-NRLM, supports SHGs and their families in establishing small non-farm enterprises. It fosters an entrepreneurial ecosystem in blocks by providing training and support through Community Resource Persons for Enterprise Promotion (CRP-EP), financing via the Community Enterprise Fund (CEF), and mentorship at Block Resource Centres (BRCs) managed by the community.
